Ingredients

- 2 lbs (950gr) fried fish (mini sardines or whitebait - both can be purchased ready dried in the fish market)
- 7 tablespoons ground roasted fennel seeds
Preparation
- Put fish and fennel seeds in a grinder and grind to a semi powder.
- Store in a tightly closed container until needed.
- Serve sprinkled over rice which has been par-boiled then steamed to fluffiness.
